A: Yes, but in some cases, the zoning designation is a sort of holding bin that allows the locality to establish more specific zoning at a later date. Localities may use indigenous terminology to describe zoning designations. Don’t assume that “C2” or “R4,” for example, will have the same meaning in one locality that is has in another. “Commercial use” and “residential use” may be defined differently as well.
